About Mobile Seva

Mobile Seva is an inventive initiative of the Indian Government. This programme aims at m-governance in India. The government through this app provides services to citizens on their mobile phones and tabs.

With the help of SMS, IVRS, LBS, and mobile applications, Mobile Seva delivers public services to citizens. It is a combined platform for all departments of government.

Background of Mobile Seva

It is a UN award-winning programme of the Indian government. Department of Electronics and Information Technology of India launched this programme in 2011.

Mobile Seva included a Mobile Applications Store in December 2013. It has 240 applications that are available free of cost. Mobile Seva takes the advantage of universal use of mobile phones.

Acknowledging the above-mentioned potential of mobiles, the Ministry of Communication and Information technology has designed a plan. This plan is for all its departments and agencies. The Government planned a mobile application to provide all their services via mobile devices.

The main initiative of the government are as follows:

  • Government agencies’ and departments’ websites are made mobile-complaint using the “One-web” approach.
  • In the case of mobile applications, open standards are adopted to ensure the interoperability of applications across different OS.
  • For convenience, short and long codes are used for mobile-based services.
  • All government agencies will bring potency to develop mobile applications. The departments should specify the levels of services.

Why Mobile Seva?

The rapid use of mobile phones especially in rural areas sets the demand for the Mobile Seva Programme. It has become compulsory for governments to provide services over mobile devices.

The Mobile Seva ensures that the National m-governance Plan (NeGP) vision becomes a reality. NeGP aims to provide government services to citizens at their doorsteps.

Mobile Service Delivery Gateway (MSDG)

The MSDG facilitate the delivery of public services over handsets with the help of different channels that are mobile-based. These channels include SMS, IVRS, USSD, and mobile applications. It supports a backend section via the existing NSDG/SSDG eGovernance exchange foundation.

It has the following parts:

1. SMS Gateway

It is useful in delivering SMS-based services to all businesses and citizens. It helps in push-pull-based services. With the help of push services, general information services are provided to the customers. Departments send push notifications via SMSs to citizens using the SMS portal. For m-Governance in India, shortcodes 51969 and 166 are given.

2. IVRS (Interactive Voice Response System)

It is a case of CTI. CTI stands for Computer Telephony Integration. The communication between telephone and computer can be done with the tones created by the telephone’s keypad. The signals generated are known as DTMF signals. DTMF is a multi-frequency dual tone.

Special hardware is needed for computers to understand the DTMF signals produced by phones. This hardware is a telephony board or a telephone card.

To link your computer with a phone line, you need a simple IVR system. The IVR software provides the option of pre-recorded greetings. It provides menu options that you can select using your telephone keypad.

Well, more advanced IVR systems have speech-recognition software. This software uses simple voice commands to interact with a computer. The IVRS assist the C2G and G2C services in the e-governance domain.

3. Location-Based Services (LBS)

It is for those government branches which customise their services per the customer’s location. The customer’s location can be determined with the help of GPS and cell towers.

4. Cell Broadcasting Services (CBS)

CBS is needed when there is a demand of sending alerts to citizens in a particular area. In situations like emergencies or calamities, this method is helpful.

For CBS, MSDG connects with the telecom operators and provides a combined interface to the departments. Departments use this interface for alerts and notifications in certain areas.

5. Geo-Fencing Digital Broadcast

It permits the generation of automatic alerts based on LBS-defined coordinates of a geographic area.

6. Mobile Seva AppStore

On the Mobile Seva App Store, departments can host mobile applications free of cost. Citizens can download applications on their mobiles. With the help of this app, they can reach various government services anytime from anywhere.

7. mGov App Container

The Mobile Seva permits customers to browse through any applications. They can download these applications. These apps must be hosted or published on Mobile Seva AppStore.

8. Smart App Notification

Government branches push alerts through service portals. These messages are simple. The messages will be displayed on the user’s mobile devices using M-Seva. This would be based on the preference area or service domain.

Infrastructure For Mobile Seva

  • Logical Integration with backend departments needs to be ensured through the existing NSDG/SSDG e-Governance exchange infrastructure.
  • A common interface is needed for every mobile-based service like SMS, CBS, or LBS.

The NeGP’s vision is to provide government services to every citizen at their doorstep. Mobile Seva helps to achieve NeGP’s vision.

Mobile is one of the largest Service Access Providers for government services. Mobile governance is at the base of NSDG and SSDG.

An m-apps store simplifies the process of delivery of public services with the help of mobile devices.

The store is expected to be based on cloud-based technology. It is based on service-oriented architecture. MSDG added services to the users regardless of the device or network operator used by them.
